Why this pipe is under the steel mesh?

Any thoughts. Why this pipe is still under the mesh . This is for the drainage from shower @downstairs powder room. i am concern if they cut it too short.

    A pipe below the reo is not going to appear above the top of the slab. Get on to your SS before slab pour with all of the questions that you have.

    Thank you brenton. I did raised it to him but my concern is if he will remember it. Will he be presented on site during slab.
